Do you run missions or complexes in low sec? I've tried complexes in low sec. Went back to missions due to lack of income.
If so, what is the appeal for you? The appeal would be that it would provide some excitement and still allow you to pilot a combat ship while grinding for isk at a faster pace than in high sec. Sadly that appeal isn't very present.

Are rewards in low sec in line with the risk? No, they are not. If they were you wouldn't need to make this thread. Mining in low sec yields no extra income over mining in high sec space. Missioning and running complexes also offer very little extra.
Is the risk in low sec over-stated? It is in the sence that you can avoid a large part of it, if that is what you are looking to do. There are large parts of low sec that are not only empty most of the time, they are simply not roamed by people looking for a kill at all. That being said it is still low sec and the risk remains there. Luck only has to leave your side once for you to end up in your pod. Keeping that in mind operating in low sec means that you are always handicapped in the way that the cost of your ship has to be limited. In high sec however there are basicly no boundries to the cost of the tools you can use to provide yourself with an income.
Would education from savvy players about how to mitigate risk in low sec encourage folks who didn't just want to AFK L4's to operate there? That is not where the problem lies. Any player who wishes to learn how to live in low sec can do so relatively quickly on his own. The problem lies in the fact that there is no reason to be there. Come to think of it, there would still be very little reason to be there if all low sec was turned into high sec.
What is the number one change to low sec that would cause you to considering doing missions and complexes there? (Be realistic! "Kick the pirates out!" is humorous but not realistic. ) There are two things that go hand in hand: The first is population and a flourishing market. Not only pirates want more people to come to low sec, "carebears" that operate there want the same. People need to be able to supply themselves and sell their loot nearby. Sometimes that is possible in a high sec hub that insn't too distant. In other locations there are no such options so perhaps facilitating the rise of low sec market hubs would be an idea?
The second thing is profitability. As I said before: even if all low sec was to become high sec there would still be very little reason to go there. There is a need of an income that is higher than high sec, any way you look at it.
Do you believe it is possible to make low sec changes that would allow both pirates and carebears to co-exist profitably without crippling either's play style to extinction? Why or why not? Since this is still a game piracy is the more fun career choice for most people. What is keeping it in check is the fact that it is very hard for the majority of those people to get an income out of it. Not (as it should be) the legal consequences of it all. If there were to be a low sec goldrush, then the number of pirates would skyrocket. The outcome of that situation would either be the current state of things: This would mean the either the rewards aren't high enough or there aren't any sufficidntly "safe" options to extract those rewards. The other possible outcome would be the balance that everyone seems to be looking for. Those that have what it takes would remain in low sec and prosper there. Others would try and fail. Which is where the pirates would get their targets. A situation where everyone would rush into low sec and pirates would have unlimited targets can obviously never be stable. This would only happen shortly after a patch.
